I can't access my money.

Basically, I got charged twice for a transaction of 22.99. I paid from both my bank account and it took money from my PayPal, but at the time I had no money in the Paypal account, so it put me 22.99 in the negatives. Fine, so I disputed it and paid it off. I ended up receiving my 22.99 back, however the money I used to pay it off never came back in my account, therefore I still lost the same amount, even though I was never supposed to be in the negatives in the first place. How do I fix this? Any responses appreciated!
