How can I contact the fraud department? An individual fraudulently transferred money out of a checking account of mine and into an paypal account WHICH IS NOT MINE. When I contact customer no-service, they tell me that they cannot find any fraudulent activity, even with all the the account info I need.

Your bank sent the money so report the fraud to them?

I am doing that. I was trying to alert Paypal to the fraud, and they basically ignored me, and told me there is nothing they can do. So they don't have a fraud department? When I give them all the evidence of the fraud, they keep telling me they don't see those records on my account, and refuse to check the account where the fraud is committed.
