That message means you have been permanently banned from using Paypal.

As per that message any funds 'may' be made available to you after 180 days.

its been more than 180 days. still i havent received any email on how can i transfer my remaining funds.

You have to wait for the email which arrives only if you are over 18, account is in your legal name and the account is registered in the country where you reside.
