Fraudulent account paypal have failed to shut down

So a while back a scammer has lifted my name and email from cv library and opened a fraudulent PayPal account in my name. I only knew this because I woke up to a bunch of emails about it. I have contacted PayPal about this many many times but they fail to understand what's being said and have done precisely nothing. I even went to the ombudsman who where less than useless. So I've had my actual PayPal account for years. I explained to PayPal I was using my actual account in order to contact them regarding the fraudulent account attached to my second email as I don't have access to the fraudulent account, obviously. They kept coming back saying your account is fine there's no fraud. I kept saying you're looking at my actual account though not the fraudulent one. They just refused to understand despite me explaining this to my has no idea about tech 70 year old neighbour yet she could understand. I even did a formal complaint to PayPal who issued £150 compo and apologised but yet still failed to understand what was being said and the account is STILL up!! I have spoken to financial regulators who confirm this is a anti money laundering failure.. This fraudulent account has now been up for 10 months as stated I'm going in circles with PayPal who refuse to understand.. What can I do here? I simply want the fraudulent account shut down. To me its really not that complicated...but apparently not!

Already done that they came back with irrelevent nonsense about "which transaction is it" then ignored me...

Hello @Nousernames, welcome! I'm sorry to hear you've run into some issues with someone else using your email address to create a PayPal account. Thank you for letting us know what you've already tried, it sounds like you've tried pretty much everything. 

The best option to get this resolved is to resend an email to the address listed in this Help Center article. Please make sure you're emailing PayPal from the email address that someone else used to create that fraudulent account. In that email, please Include a simple statement acknowledging you do not have a PayPal account and would like your email removed from the PayPal system.

 

My apologies again for the inconvenience this caused. I hope that support team is able to get this wrapped up for you,
