You have chances to get back your money only if you have your shipping proof that is linked to that transaction.
Tracking number for supported carrier by PayPal.
If it was cross-border, try to figure our buyer's destination country post carrier and check it there on it's website. Select that carrier in PayPal's list to proof the delivery.
Try to open a dispute and attach any proof you have.
Chance are little for seller but they do exists.

How can they get their money BACK if they were never paid ????
Sadly if you shipped the item before you were paid and can't stop the delivery by contacting your shipping carrier then unlikely there is anything you can do unfortunately.

Only if paid he can get funds back.
Buyer protection program wants buyer to make the first step. This is the default PayPal precondition.
Seller is less protective. He must proof his shipping & delivery.

OP is the SELLER not the buyer and was NOT PAID, so how can he get the funds back ???

Seller could ship later and provide tracking number.
Any other sequences causes scam!
