Hey, what PayPal is requesting from you is probably for you to upload invoices, proof of existence of business and some other documents.
When you do not have a document that is being required by PayPal, what you can do is upload any image or PDF explaining what you're doing and what's the reason for you not having those documents, as long as your explanation is consistent with the activity on your account, the case will go to an actual representative, who will be able to make a decision over your case, most likely lifting the limitation on your account.
