someone has transfered me the money they owe me, I have accepted but it says the money will not appear in my account until I pay a transaction fee of $100 Bitcoin, to a given wallet address. Is this a scan, has the person not payed me properly, or is this a real thing? thank you

Welcome to the PayPal Community Forum and thank you for your post! I understand your caution, and I'm glad that you came here to ask!
You never have to pay a separate payment to receive money through PayPal. Any fees for receipt of a payment are automatically assessed during the transfer. If you have received instructions to pay in order to receive funds, it is a scam and you should definitely not comply, and not send an item.
