recovering funds hacked from my Paypal account

On 10-19-22 I received an email from Paypal that my account which I had used for 25 years had been closed. I called customer service and was told by an agent that the entire $751.03 that was in the account had been hacked and withdrawn, being deposited into a bank account that was not mine.
The agent I spoke with assured me I shouldn’t worry as Paypal’s Customer Protection would cover my loss. A day or two later, I received a call from Paypal telling me that the money was successfully reversed from the thief’s bank and that once I created a new Paypal account, that the funds would be deposited back for me. I was instructed that I would have to use a new email address to create the new account, and I did.

I have used the Paypal message system a couple times as well to check-in and everything seemed to be progressing.
Yesterday, at around 6pm EST, I called Paypal customer service and spoke with an agent named “Joey” who, after I explained the situation, told me that they were initiating a transfer to my new account. Following another 25 minutes of being put on hold and being told that it was in the process, Agent Joey came back on the line and told me that I had been misinformed, and that once the old account was closed, no money could be transferred.
I explained again that this was a case of my old account being hacked, and that the thief emptied my account and closed the account. I was then told by Agent Joey that they were creating a ticket to trace the $751.03. I asked for a ticket number and was told that I would be receiving an email with that information and advising me of the process. I have not received an email so far.
I am becoming concerned that even though I was told that my funds were going to be returned due to the Customer Protection policy, that something is not working. In my communications by phone, I have been told that they are being recorded, and the Paypal Message system states that messages are archived for 90 days, so someone should be able to go back and review the communications I have mentioned above.
Any thoughts of help?

Are you ABSOLUTELY SURE the original email was from PayPal?  (Before doing anything, you should have YOURSELF called PayPal and inquired whether there was a problem with your account, or did you call the phone number that was in the email ? The entire thing, email, phone number and all could have been phony.  It sounds terribly fishy that "PayPal" would want you to create an entirely separate, new account when it seems so simple to just redirect the funds to the existing account from which it was stolen.   These hackers are becoming so incredibly sophisticated it can be next to impossible to tell whether a communication is real or fake.
