Someone is supposed to send me 5 dollars and he is getting this message "this payment cannot be completed due to regulations" note that I am from egypt Not from Russia/turkey

I Don't get what you mean, This link doesn't show that Egypt has any restrictions could you please clarify more @kernowlass

Have you done as per link to be able to receive paypal payments in your country.

Can't do anymore than give you the link.

Which part of the link are you talking about ? it doesn't say any steps .... if you're talking about the Card verification I have already done this part @kernowlass

By making sure that my payment method is up to date do you mean doing the verification as showing in the screenshot below ? if so yes I have done it but is there is a way to see if my account is verified or not ? @Belle131 @kernowlass

I do understand your concern with this. Due to regulations, PayPal accounts registered in Egypt have to complete certain requirements before they can receive payments.

In order to receive payments into your PayPal account, you must link your US bank account or Visa credit card to your PayPal account and complete PayPal’s credit card and/or bank account verification process.

If you have already done this, you may need to contact our Customer Support to have your account enabled to receive payments.
