paypal is requesting a bank statement, i do not have a bank account.

my account was limited for some reason or another. i provided the proof of address that was requested, but i cannot provide a bank statement as i do not have a bank account, let alone one linked to my paypal account. is there anything i can do in this situation to remove the limitation without this document?

i've provided the proof of address already. it's asking me for both proof of address and a bank statement, and my limitation will not be reviewed without it.
