if once you closed your dispute, can another one be opened since the item was never sent?

I have experienced an auction fraud on eBay last year in December 2022. I accidentally ordered a tennis rack for 200 Dollar, paid with PayPal but tried to cancel right away. The seller told me I have to cancel my PayPal claim , I had opened to stop the process, to refund me. I did! Worst decision of my life as PayPal will not reopen a case and eBay steps out and turns his finger on PayPal. I even tried to get my money back with my financial institutions but PayPal blocks it. I gave the seller a bad review and even more shocking the bad review even got removed by eBay and does not show. eBay supports obviously auction fraud in combination with PayPal. My purchase is still showing paid but was never send. All conversations are there but I am ignored. I don’t know anymore who is the criminal here but they are all acting together. And this on a worldwide platform. Unbelievable. Be careful what you buy on eBay and pay with PayPal as no one will help!

Its x1 dispute per transaction.

 

Neither Paypal or Ebay support buyer remorse so you shouldn't open a dispute for a refund unless the you didn't receive the item or the item was not as described.

 

If the seller refused to cancel the order (and they are not obliged to) then you could have opened a dispute for non receipt of item if that happened later.

However you never close a dispute unless you have the item or the refund.

 

You may have laws in your country if the seller is in the same country as you for a return of item bought online via a small claims court action?

It’s easy to point out what I did wrong, I know I didn’t follow the official procedure. But there is no reason to frame me if I paid and the order was never sent. This us a clear situation and everything is documented. I feel involved in criminal activities with eBay on connection with PayPal. I try to avoid PayPal now. The buyer is in Canada. So this will be difficult
