fraudulent seller accepts to refund item but expects me to pay shipping

I have tried to re open a case in the resolution centre but do not have the option to do so. I bought a bag from Monaur a month ago. The bag was actually fraudulently advertised as being leather but it is a very cheap and nasty plastic bag. They finally agreed to refund me if I returned the bag and agreed it was in condition. I do not trust that the seller will admit to receiving the bag and also I do not wish to incur FURTHER expense in returning it at my cost. I have requested that the seller either sends a shipping label or a courier to pick it up and I will be glad to return it although I suspect that this would cost more than the bag’s value. I would like to be refunded in full. And not refunded minus the cost of returning the bag.

 

However paypal now say that my case has been closed in the seller's favour as I have not provided shipping information to show that I have returned the bag.

 

I suspect that they haven't actually looked into the case.

 

I cant reopen the case for some reason, it says I have the option to do so but then cannot. And I don't see any other way of contacting Paypal directly.

 

Im sure this must be a pretty common occurrence as the internet is awash with fake and counterfeit goods. I actually thought I would be covered by using Paypal.

 

Has anyone had similar issue, or can advise me on how to proceed?

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
