Unable to activate a dispute.

I ordered a product on bhmbp.com and was offered the option to pay via PayPal.  I received an acknowledgement of the order with no order number referenced.  The bhmbp website requires an order number to track an order.  I have received no responses from the seller when asked for a tracking number multiple times.  bhmbp offers a "canned" suggestion to be patient.  I filed a dispute with PayPal under the only heading offered which was even remotely relevant to my situation (unauthorized transaction).  The dispute was denied because I had indeed authorized it.  The denial of dispute  has locked me out of any further complaint.  This has all the earmarks of a scam and PayPal appears to be complicit in the fraud by refusing to allow a relevant dispute.  PayPal offers no options to re-open the complaint.  PayPal should vet and qualify their sellers and appears to be completely disinterested in doing so.  Surely there are many other victims of this fraud.

If “unauthorized activity” is the only option to dispute, it sounds like the payment was a friends and family or some other non buyer protection type of payment generated.

 

Cases are handled by software in the initial ruling so you’ll have to call PayPal to see if you can appeal their decision.

 

Ask customer services to check the payment type, why you did not get item not received or significantly not as described options to dispute and report the fraudulent site.
