Seller has made a new PayPal account, they cannot access the funds I have sent them. They stated they may not be able to access the funds for 180 days as the new account they have made seems limited. Would like to have this transaction run smoothly, we are both unhappy about the situation and seller would rather acquire the funds another way.
On top of that, seller also seems unable to issue me a refund, though I would of course rather this transaction go through PayPal in the first place.
Just do not want seller to not have to wait half a year for their funds, would like to continue purchasing from this seller with the security of PayPal with no hassle.

If the seller can't access his funds for 180 days then it means he has been permanently banned from using paypal and his account permanently limited.
However if no disputes are opened in 180 days then normally he would be allowed to withdraw the funds.
So if the transaction is showing as payment or completed on your paypal account then I suggest you open a paypal dispute for non receipt of item.
Advice is voluntary.
