Returning an item that doesn't fit for a refund

I ordered a shirt online via Facebook based on the photo of the shirt. The shirt arrived and doesn't look like the picture and is too small. They asked for a photo of the shirt with a measuring tape on it and it is not what the site said it was. Now they want $14.00 shipping to send a replacement, even if I return the one I can't use. The original shipping cost was $5.95. Is there any way I can charge back if the Paypal is set up through my bank account instead of with a credit card?

You can open a dispute for item received but not as described via clicking on the transaction in your paypal account and reporting it as such using the report a problem link bottom of that details page.

 

HOWEVER if you win Paypal will probably tell you to return it back to the seller (trackable to prove delivery) and at your own expense before you get refunded only the original amount sent.
