Hi there @JimisK,
Welcome to the PayPal Community Forum!
I understand that we have asked you to return the item to the seller to receive a refund. Returning an item to the seller to receive a full refund is a common outcome when you receive something not as described. It is to help avoid one party having both the money and the item.
Please understand that it would be the buyer's responsibility, not the seller's, to return the item. If the seller wants to assist with return postage, they can, but it is not a requirement.
If you are being asked to return your item within your dispute, it is important to make sure that this action is taken; otherwise, your case may close without the outcome you're hoping for.
I understand you also have some questions regarding PayPal's Return Shipping On Us. This return shipping service is being sunset, I will leave more information below.
In the first phase, which begins on September 22nd, the activation (or opt-in) option will no longer be available. This means new customers will not be able to activate the service any longer as there will be no option available.
However, if you have previously activated or used the service, this will remain active for an additional 60 days, until November 26th 2022.
Again, this option is only available for customers who have already activated it before the September 22nd deadline.
More information can be found here: Return Shipping on Us Frequently Asked Questions
I hope this helps answer your question. Have a nice day!
Rebecca
