They don't restrict accounts for no reason, what would be the point? They only earn money by folks using accounts.
So their site has rules, you break the rules they have the right to stop you using ''their'' site. Or if the documents you submitted they were not happy with the same happens unfortunately.
Sadly you can't close a permanently limited account. Paypal limits it to stop you removing anything from it.
They don't want you to be able to use anything linked to it to try and open another Paypal account.
No one is going to contact you, they often block you from doing so as you are no longer a customer of Paypal.
If you have the funds to take on paypal in the courts and risk losing then talk to your lawyer?
