Paypal lost my money and refuses to help

Paypal claims to have delivered my money but it hasn't been received. I created a claim that they quickly denied. I re-opened the claim with documentation and they denied it again stating "PayPal Purchase Protection only covers goods or services that weren’t delivered"  Yet it wasn't "delivered"   Anyone experience this also? What did you do?

How did you pay ie friends/family or goods/services?

Did you open a dispute for non receipt of item OR another option.

What does it say on the transaction in your paypal account eg payment / unclaimed / pending / sent / completed etc.

It was a money transfer.  Money was paid to me, I requested it moved to my checking account but it never appeared. Status says "Transfer complete"  Jan 20th. I was denied the first time as they claim money was "delivered". I appealed the case and added my bank statement snip showing no receipt if the money. They closed the case again without any resolution stating: "The case was closed as this transaction is ineligible for PayPal Purchase Protection."
