Online outlet not responding to my request to return. Do I have any grounds to open a dispute?

The outlet I brought from has to give you an authorisation code to process your return, but they have not responded to any requests for my auth code to make the return. I looked on Trustpilot recently and I saw I’m not the only one who has had this problem. I have emailed them every single day since I made the first request and I have had nothing back from them. The item is legitimate and good, but just doesn’t fit as I expected it to, I wanted to just return it and get a refund. Now I have only 2 days left in the return window and they still haven’t given be the code I need, and I doubt I will get it. I paid via PayPal. Would I be able to open a dispute over this matter? I just want my money back, and for them to have their item back. In their returns policy it states: “Pursuant to Italian law and by government decree issued by parliamentary delegation no. 21 of 21/02/2014, the Customer is entitled to return the product(s) by submitting a return request within 14 days from the date of receipt of the order. Once the request has been made, the Customer is obliged to return the product(s) to X within 14 days from the date of authorisation of the return request […] X reserves the right to reject returns that have not been authorised or sent in accordance with the above.” I am not in Italy, so not sure if it applies to me, but if it does then it plainly says that I am entitled to return the item. Their non-response to my request to return has blocked me from making one, so would this would be a good case for dispute?

Paypal covers you for non receipt of item OR item received but not as described.

They do not cover buyer remorse or just wanting to return something as that would be between you and the merchant to resolve.

If you bought in the UK and the seller refused a return you may be able to go to the small claims court to pursue a refund however if you buy internationally then you won't have that option and their countries ''terms'' on their website would not be enforceable unfortunately.

However if you funded your paypal payment via a card then you could try a chargeback?
