My billing dispute was denied

I made a purchase received a receipt from the vendor but when I look at the PayPal transaction it is 25% higher. I disputed the transaction with PayPal and it was denied. The reason stated  "The case was closed as it wasn’t a billing issue." How can this happen? Thanks

I had a similar issue. There is information about how to appeal a dispute, but the “appeal” button was nowhere to be found.
