My account is being limited and I don't know why

Not sure if this is relevant information but I'll provide it either way: I'm on Windows 10, mainly using Firefox as a browser.
My account is red flagged, tells me that my account is being limited and I can't access my money.
"Your account access is limited. Learn how to remove this limitation." is what it says, so I click on "See details".
It sends me to a restore dashboard and I'm being met with:
"Your account access is temporarily limited
We need you to take action on your account. Some features in your account will be limited until you perform certain tasks on your account. You will be able to regain access to these features once you've completed these."
followed by a reference ID which I'm not sure if I should share or not in case it's private information.
On "Confirm your information" I click on "Resolve" and it redirects me to a new page where it loads in and I'm being met with this message:

"Your business info is now confirmed

You can now send and receive unlimited transactions.

Apply for the PayPal Business Debit Mastercard and turn
business purchases into cash back."
This would mean everything should be in working order, right? I have had Paypal confirm my identity, provided them with my ID and proof of my home address, I've added my bank account and card as well. Yet I can't pay or transfer my money. What is wrong? This really feels like a bug because this makes no sense. Help would be really appreciated, been like this for months. I've waited just in case Paypal needs more time to process my info but no, nothing.

I already submitte business information, and i already add my Bank account link, why limited my paypal account, its very important for me,please,return my paypal account now,i need help my buyer waiting for money,
