Made account when I was under 18, now when I am 18+ my account is limited permanently, any fix?

Sooo long story short, I made this account when I was under 18. After turning 18 I wanted to change my info so it was not against TOS anymore, but when I updated my info and sent my ID, my account was permanently limited. Is there a way to lift my limitations? I know it was against TOS but I just wondered if I could somehow fix this.

The account is finished. You’ll have to open a new account using different email address and “real” info with PayPal’s assistance, so you won’t be banned again, who may also need to reset your bank account/card to be used with new account.
Log out of all accounts.
Visit https://www.paypal.com/rs/smarthelp/contact-us
Scroll down to click “Call Us” option on the bottom.
Click the “call us as guest” link.
