Limited Acct and declined linked card

my acct is limited and my linked card needs to be confirmed to resolve this but it keeps on being declined. I cant add a new card. What can be done?

You haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately we can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

Hello! I am from the Philippines. My card issuer is PNB that seems to be not supported by Paypal.

 I am sorry to know that your account is limited and unable to add your financials. Limitations may be placed on your PayPal account, which could restrict you from completing certain actions. When we place a limitation, an email is sent to explain the reason for the limitation and what needs to be done to resolve the problem. In most cases, you can find options to resolve the limitation in the Resolution Center.
