Is Billing_Team.exe legit? What does it do?

I was told that in order to stop fraudulent charges from another state I would have to set up two-step verification. Fine. I've done that many times with other companies but the rep sent me a cancel now email that generated a Billing_Team.exe download. I do not want to install a program on my computer from Paypal. Is there any other way to resolve this fraud situation? What does this .exe file actually do?

Seems like a scam. Sweep your devices for malware.

The way you contact PayPal is messaging PayPal via the bell icon in your account. PayPal reps do not send you .exe files to download.

If you see unauthorized transactions in your PayPal account, click the transaction in your account activity, then click “Report a problem” and follow the prompts. Or go to the Resolution Center to start a dispute.
