Welcome to the PayPal Community, I can understand how concerning limitations can be. You should be able to find any account restrictions in the Resolution Center along with any functionality that is currently not available. If you're unable to send money while your account is limited, the option to use your rewards credit as a funding source is most likely limited as well. I would recommend reaching out to our Customer Support teams if you have any questions resolving a limitation.
