How can I appeal a decision from PayPal ? Scam proven and enabled by PayPal

Hi,

I am very disappointed to see that scammers like cigsweb.com are winning and that they use PayPal brand throught he whole process to get away with it.

They (cigsweb) even wrote back to me telling me the order would not be fulfilled. That is proof that they should give my money back.

Also, when I searched for the package, stuck in Armenia, the Armenia Post Services showed the package delivered over there.  So the scam is that

we paid for somebody else stuff.

 

PayPal is complicit if they do not refund me the money.  I also created a refund request from the sellers but of course, they ignored it.

I do not care about the fees, but from the get go the cigsweb.com assured us that PayPal was the way to go.

So, that PayPal accepts to "work"  with scammers, enable them and allow them to use the service to scam people is not ok.  

I have attached my proofs (see partial chat with Cigsweb BEFORE purchase - purchase order with PayPal- email from seller to tell me to ASK PayPal FOR MY REFUND- PROOF OF DELIVERY IN ARMENIA (I live in Canada in case that is not clear) with the 9 png files attached as photos).

I am sorry for the negative experience you have had with this transaction. If you would like to appeal the outcome of a claim you can do so within 10 days.

To appeal the outcome of a claim:
Go to Resolution Centre.
Under 'Resolution Centre', click Closed cases to display the closed case list.
You can also locate your case by selecting 'Case ID', 'Transaction ID', 'Invoice ID', 'Name' or 'Email'  from the drop-down and using the searcher.
Next to the case, under 'Action', click View.
On the 'Case details' page, near the bottom, click appeal the outcome.
Provide information for your appeal.

Unfortunately, the APPEAL button does not show on my page (?) and I went exactly

where you told me to go.  See for yourself on the attached screenshot.  If there is anything else I could do, do not hesitate to let me know.
