Hold in 180 days but still not be able to withdraw after 180 days. What should I do

What should I do to withdraw all my funds here in PayPal. It has been 3 months now and still I did not get all my funds. I tried to link my bank account, but it is always reversed. I already asked my bank, but they keep on telling me that my account is good and there is no problem. Please help me on this. I badly need help.
