Groundless account blocking and lies on main page about conditions for ua-recipients

The information on the main page that ukrainians can send money to each other is not true. I joined paypal to receive a small transfer from my ua-friends in foreign country for handmade souvenirs that I was going to send them. As a result, the account was permanently blocked without explanation of the reason, except for a reference to the fact that PayPal considered the transfer prohibited (all docs which paypal asked - I sent!!!) In the contact phone support answered to my sender that it is impossible to give money as present, when ask to return funds back to the sender, they answered its impossible too... By myself I cant return funds too because of block. Ok you deal with UA-members such way, so be it, but then what is this on your main page?

P.S. account was blocked after I got ONE transfer. This funds displayed in the account, that is, they were removed from the sender. But now I can't return them! It's not fair, and it's even more dishonest that you're using the Ukrainian user support theme and how you really feel about Ukrainian users.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
You still can't do commercial transactions and are not allowed to sell and receive friends/family payments for those goods.
Advice is voluntary.

Okay, that is, if I need support and my facebook friend just sends money to me, then this is no problem, but if a friend sent me money to support me, and I want to send him a small handmade souvenir in return as gratitude, is this already a commerce? **bleep** rules

In any case, I believe that paypal should have left me the opportunity to return these funds back since I cannot operate with them, and not just steal from the sender and from me. Telling at the same time in his marketing that he is very supportive of Ukrainians.
