Is it showing as sent or unclaimed?
If unclaimed and remains so it should time out 30 days after paying, if there is a cancel option then use it and get get the funds back more quickly.
If its sent then you need to contact the recipient and request a refund citing what happened.
If they refuse you can request customer services reach out to them, but again if they refuse customer services can't force them as it was a gift payment.
If no luck then if you funded your paypal payment via a credit card then see if your card issuer will help you with a chargeback?
