The seller I’m dealing with (through an escalated PayPal claim) has offered me a partial refund, not a full refund which I would prefer. If I deny this offer of a partial refund, do I risk losing any refund at all if PayPal side with the seller? Backstory: I want a refund because I want to cancel my transaction. The seller never sent me any goods or services. The seller refuses to refund me the entire purchase amount, only partial purchase amount, despite them not giving me anything in return. They’re calling it “admin fee”.

Hi @AliMay93,
This is a good question.
We do allow a seller the option to offer a partial refund however you as a buyer do not have to accept this offer. You can of course decline this offer and it won't affect your case, especially if you haven't received an item. As you haven't received your item you are entitled to a full refund.
I hope this helps answer your question,
Paula
