Denied credit card application that was never applied for sent via physical mail

This has been asked several times before and hasn't gotten an answer at all from paypal or moderator attention at all so [removed]
First of all let's reference several other issues where this has been asked:

This has been going on for over 6 years now and it has yet to have a legitimate solution or any further answers from paypal, all archived all full of frustrated end users. So please **bleep** GIVE US AN ANSWER
My mother received a letter saying that an application for a paypal credit card that I never applied to came to her address via physical mail. The paypal account is setup in her name, but I now use it and she no longer even has access to it. The address was listed as the primary address at one point in time probably several years ago, but is definitely no longer listed as the primary address.

Nothing in account activity, requesting account activity through paypal's portal allows you to request stuff in json format that includes account activity. Boy wouldn't that be swell if we could actually HAVE that, i requested it and all it had were my legitimate transactions, no obvious changes, I have multifactor authentication configured and a pretty strong password 4 shy of paypal's maximum possible length (I'd like to use a 170 bit entropy 26 char long password but paypal refuses to let me do this).
They did not provide me with a json file to view account activity, they have no login details about prior logins that i could query in JSON format or any helpful articles on this as it is not email phishing (I'm a security engineer so this would be no problem if this had come to me but it came to my mother).
Please get someone to work on this and give us a straight, well thought out, and researched answer as I have taken the time to include all the relevant details in this matter that I can without picking up a phone or sending a letter to a po box that may or might not be a bank.
Please shed some light on to anything you may be aware of scams going around because the name the letter was sent to was not associated with the paypal account at all nor is it my current address.
Are these credit cards able to be applied to only through paypal's home page or are there other processes that one might do this? Either way I didn't request a credit card and would really like to track down who did via subpoenaing and the legal system until I can get more insight in to this.
