Charged by Target and PayPal at the same time

So I placed an order on Target.com on Dec 10, checked out with PayPal (Amex card) and everything was great. But upon checking my Amex account I noticed I was charged twice - one from Target and another one from PayPal (not in pending). I thought it's a temporary hold but it's still there after weeks.
So I opened a dispute on PayPal, showed the Amex transaction log and Target order (which showed I paid with Amex card directly), then the dispute center asked me for "more evidence", I upload the Target invoice (which also showed I paid with Amex), then they closed my case saying "you didn’t respond to our request for additional info".
Getting frustrated here, I called Target to confirm that order is indeed charged the Amex charge directly without PayPal, and call PayPal, they still wouldn't confirm anything but re-opened the dispute case for now.
I searched online and see a Target page saying "PayPal® authorization holds can be extended up to 365 days, renewing every 30 days.", is this what's happing to my card? I've checked out with PayPal on multiple sites and never had I seen this kind of double charged/long time holding, makes no sense to me.

I'm sorry to hear about the duplicate transaction on your card and that your case was closed with an outcome you were not expecting. From reviewing the information you've provided about your case, I recommend reaching out to Customer Support and requesting an appeal. When you request the appeal, you'll want to include an official bank/credit card statement that shows both charges. (Please do not use screenshots because they rarely have enough details for confirmation.) With the statement, our teams will be able to verify that there were two charges, which will allow them to proceed further.
