Am i being scammed

Hello. First time using PayPal for a sale. Item is $600, but I've received an email from [Removed] saying the purchase transaction didn't go through because my account is 'personal', and now I need to refund the buyer $900, because they've transferred $1500 to upgrade my account to 'business'. This sounds like a scam. I can't see any pending transactions in my account, and I haven't transferred them any money. Has anyone else experienced this?

Same issue the item is about 300 dollars and now i have to send the sender 100 dollars back cause they have sent it to me so that my account can get upgraded but nothing on my activity and i already have a business's account and all of these emails show up on my Spam folders
