What is the appeal process for a permanently limited Paypal account?

My Paypal account was permenanty limited (transactions banned) about 3 years ago.
Paypal never disclosed the exact policy violation(s) that cause the limitation, so I don't know what I did wrong.
Once limited, do I have any recourse to appeal and be reinstated? If not, am I banned from Paypal for life?

You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.
They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.
