I have setup provincial tax rates for all of the provinces. All of the tax rates work properly for most of our clients. I noticed that about 4% of orders have no tax applied to them. Upon closer examination in our database of Paypal orders I noticed that the customers either had no province (Paypal uses the variable 'x_address_state') or the province was listed as 'CA'.
Therefore any orders where the customer has no province listed in their profile will be inappropriately charged a 0% tax rate. Is there any way to set a default tax rate or some other workaround for this problem.
