Dispute case closed even though returned item is still pending due to Covid 19

Does anybody have same experience here with me.
My case dispute was closed by paypal saying I did not provide Tracking #.
They are 3 occasion that I provide them when requested and it's all in my case details.
Can't talk to anyone from customer service because of Covid 19 events and it was also the reason why
My Returned item was still in pending to China.
Paypal kept on extending my resolution on this case until the decided to closed it on 15 April.
My returned Item as of now is still in China waiting for clearance there.
Seller had send me wrong item them then offer me half price ( an old trick in the book )
Seller uses a website ( momomark ) that links to orderplus international limited .
The Postal cost of returning the wrong item to the seller was paid back by Paypal by Providing them the Tracking Number but
not the item which is still in pending so why closed my case?
Seller got my money and nothing in return for me? not pair.
