Charge paypal users via API call.

I want PayPal to work like other payment gateways for receiving API call to charge, like I want to create a profile id (or something similar) on PayPal and want to use that id to charge the customers in future by initiating the payment from my backend script (cron task etc). In other words I wan my system to manage all recurring payments instead PayPal does, is this possible with PayPal? Because I didn't get too much help on documentation as it was all about creating plan at PayPal and then agreement to accept the plan which is handled by PayPal.
