Pay in 3 unavailable for about 2 years

Can anyone explain to me why PayPal have switched off my ability to Pay in 3 (seemed to happen about 2 years ago). After several calls with them they just can't work out why or tell me why. Perfect credit history, never missed a payment inside or outside of PayPal. To wind me up even more they sent me an email today saying "Use your Pay in 3 over the Bank Holiday weekend". Yeah - I would if you'd actually let me!! I used to use Pay in 3 a fair bit then they just turned it off for me. They said last time it must be the website that's saying no - not true as I've tried on several websites over this period for lots of different amounts. It's PayPal that's stopping it - not the websites.
