Welcome to the PayPal Community! Normally issues with applying for the PayPal Debit Card come from some kind of issue with identity verification, but there may be other concerns as well. I'd recommend reaching out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page to see where the issue may be.
