I see you're looking to unlock your PayPal Debit card. You can manage your PayPal Debit card in the website as well. Please login to your account and click 'PayPal Debit card' on your Dashboard page, you will see the 'Manage my card' option to request any changes towards your debit card. As you're unable download the app to unlock your card, you can call to the card support team to unlock it and the number can be seen at the back of your card.
