What are the differences between the PayPal Prepaid Mastercard and the PayPal Cash Mastercard? Both are debit cards.

Can either be purchased in the US, and used in Hong Kong for cash withdrawal at an ATM? Or can they only be sued for purchase at stores in Hong Kong?
