Is Paypal down, why am I getting "something went wrong" when applying for pay in 4?

I went to down detector and hundreds of people were reporting issues with paypal staring at 3PM today which is around the same time I tried to make a purchase.

Will it resolve later today? Can I come back after a couple hours?

Having the exact same issue. Sucks there isn't more transparency where there's an issue.
