Impossible to register Paypal.me link

Hi. I'm trying to set up Paypal.me username to be able to receive tips on Thingniverse website. But the paypal.me website is broken - the crucial link to registration leads to Paypal/something/paypalme but Paypal website doesn't support it and redirects me to a dashboard of Paypal website.

Does Paypal.me belongs to Paypal or it is 3rd-party service? How can I register there?

Nothing is broken, paypal.me is not available in your country unfortunately.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments (so would not need a paypal.me link).
