I accidentally deleted my paypal key and now it won't give me the option to make another one

I made a PayPal key the other day and I wanted to change the payment that it key used to my paypal credit for a purchase, when I try to change it, it wants me to add my phone number and then tells me that it will not accept my phone number, I thought maybe there was something wrong so I deleted my PayPal key and was going to re make another one but now it won't even give me the option to make pay pal key and when I google it it tells me Its not available for me yet when I clearly had it prior. 

what can I do to get it back?
