Help accessing remaining balance of PayPalMasterCard

Hi everyone!. So I recently got approved for a PayPal MasterCard credit card and it says on my paypal account that my credit limit is $1,000. Yet I've only been able to access about $500 of it. There are no payments due yet. Why can I not access the remaining balance of the card? Does anyone have any answers for me? Appreciate it
