I made my PayPal account when I was 14 and have been using pay in 4 to pay for things, however, the debit card I have been using has recently expired and won’t let me update it since I have to provide an ID, which I don’t have. I still have pay in 4 payments to make and I’m not able to pay it off.

Contact PayPal and explain what happened. The PayPal account itself is basically fried since it is opened while under age. Perhaps they can arrange for what you owe to be paid. When you’re 18 yrs old, contact PayPal for assistance opening a new account so they don’t automatically ban you. Once you’ve got an account permanently limited, you can’t open another account because the info you use will be cross referenced to the bad account.
