this recipient is unbale to accept or receive payments

I recently created a business Paypal account. And I verified everything. My bank account also confirmed. But when I try to send or receive payments from our country or outside of our country, it is showing that : this recipient is unable to receive payments. And why is that happening with my account. I verified everything right. I'm from India. Does anyone knows about this
