invoice without refund policy

hello im little bit confused about one seller,he send me invoice without refund policy and saying there is no refund policy because he not selling goods,the invoice is for website customization

I have seen such text on scam transactions, please do not go ahead with it. You will lose any dispute with that text on the invoice.

but if to think logicaly,how we can measure him work on developing website,and maybe if he did 100% well job but you anyway need to get your money back
