Wont process payemnt

I know my bank account is correctly linked because last week I used it to purchase and transfer money. I've tried to purchase 2 things using my paypal (bank account) and keep getting emails from the merchants that the payments are being declined (I called my bank and they said it's not them that's refusing the purchases so idk what's happening)
