Unable to receive money from US-based client to PayPal business

So, a client is trying to pay my invoice and getting "transaction declined due to government regulations". Everything's okay with clients from Canada, Australia and most of Europe, but not US, though US clients still able to send money to my personal (non-business) PayPal. No answer from PayPal support. Is this a new US-Russia bank thing or what?
